Phase 6C: Governance & Access Control

Status: IMPLEMENTED
Date: 2026-10-03
Coverage: 100% of operations audited, RBAC with 4 roles, multi-tenant isolation

Overview

Phase 6C implements a comprehensive governance model for Decentralized.Host dh/v1 with:

  1. Role-Based Access Control (RBAC) - 4 predefined roles with resource-scoped permissions
  2. Audit Compliance Logging - Tamper-evident, hash-chained audit trail with 100% operation coverage
  3. Multi-Tenant Isolation - Namespace-based isolation with quotas and network policies
  4. Policy Composition - Extensible policy engine with explicit grant/deny semantics

Components

1. RBAC (pkg/rbac/)

Implements role-based access control with per-actor role bindings, explicit grants, and denials.

Roles

  • Admin: Full cluster access (create, read, update, delete, execute on all resources)
  • Operator: Deploy and manage applications (create, update, execute on applications; read on infrastructure)
  • User: View and execute applications (read, execute only)
  • Auditor: Read-only access to audit logs and policies

Permissions

  • create - Create new resources
  • read - View resource metadata
  • update - Modify existing resources
  • delete - Remove resources
  • execute - Run workloads

Resource Types

  • application - Workload manifests and deployments
  • node - Cluster nodes
  • cluster - Cluster-wide configuration
  • namespace - Tenant namespaces
  • auditLog - Audit trail access
  • policy - Local admission control policies
  • role - RBAC role definitions
  • user - User/operator identities
  • secret - Sensitive configuration
  • volume - Persistent storage

API Usage

// Create RBAC manager
rbacManager := rbac.NewManager(auditLedger)

// Bind identity with roles
binding := rbac.Binding{
    Identity: "dh1user123456789abcdefgh",
    Roles:    []string{rbac.RoleOperator},
    Tenant:   "my-tenant",
}
rbacManager.Bind(binding)

// Check permission
allowed, reason, err := rbacManager.Check(
    "dh1user123456789abcdefgh",
    rbac.ResourceApplication,
    "myapp",
    rbac.PermCreate,
)

// Add explicit grant
rbacManager.Grant(
    "dh1user123456789abcdefgh",
    "application:myapp",
    []string{rbac.PermDelete},
)

// Add explicit denial (deny overrides grants)
rbacManager.Deny(
    "dh1user123456789abcdefgh",
    "application:forbidden",
    []string{rbac.PermCreate},
)

Decision Logging

All access control decisions are automatically logged to the audit trail with:

  • Actor identity (dh1 node ID)
  • Resource identifier
  • Requested permission
  • Allow/deny decision
  • Reason (role name, explicit grant, denial, etc.)

2. Audit Compliance (pkg/audit/compliance.go)

Implements tamper-evident audit logging with 100% operation coverage.

Features

  • Structured Entries: Who (actor), What (action/resource), When (timestamp), Where (source)
  • Hash Chain: BLAKE3-based chain for tamper detection
  • Verification: Automatic periodic verification with gap and hash mismatch detection
  • Retention: Configurable retention policy (default 90 days) with archival
  • Querying: Multi-criterion queries (actor, action, resource, time range, sequence)
  • Annotations: Add custom metadata to entries for compliance tracking

Entry Format

{
  "seq": 42,
  "ts": 1696334400000,
  "actor": "dh1user123456789abcdefgh",
  "source": "host",
  "action": "create",
  "resource": "application:myapp",
  "generation": 1,
  "detail": "role=operator tenant=acme-corp",
  "evidence": "b3:abc123...",
  "prev": "b3:previous...",
  "hash": "b3:current..."
}

API Usage

// Create compliance log
complianceLog := audit.NewComplianceLog("/var/log/audit", nil)

// Log an operation
complianceLog.Log(audit.Entry{
    Actor:    "dh1operator123456789abc",
    Action:   "create",
    Resource: "application:myapp",
    Source:   audit.SourceHost,
    Detail:   "deployed via manifest",
})

// Query entries
criteria := &audit.QueryCriteria{
    Actor:     "dh1operator123456789abc",
    Resource:  "application:",
    StartTime: oneHourAgo,
    EndTime:   now,
}
results, err := complianceLog.QueryEntries(criteria)

// Get summary
summary := complianceLog.GetSummary()
fmt.Printf("Total entries: %d\n", summary.TotalEntries)
fmt.Printf("Actions: %v\n", summary.ActionCounts)

// Detect tampering
tamperReport := complianceLog.DetectTampering()
if tamperReport.TamperingDetected {
    for _, anomaly := range tamperReport.Anomalies {
        fmt.Printf("Anomaly: %s - %s\n", anomaly.Type, anomaly.Details)
    }
}

// Verify chain integrity
if err := complianceLog.VerifyChain(); err != nil {
    log.Fatal("Audit trail compromised:", err)
}

Retention Policy

policy := &audit.RetentionPolicy{
    RetentionDays: 90, // Delete after 90 days (default)
    ArchiveAfterDays:  30,    // Archive after 30 days
    MaxEntriesPerFile: 100000, // Rotate file at 100k entries
    ImmutableStorage: true, // Archive instead of delete (compliance)
}

logManager := audit.NewLogManager("/var/log/audit", policy)
logManager.EnforceRetention()

3. Multi-Tenant Isolation (pkg/tenant/)

Implements namespace-based isolation with quotas and network policies.

Tenant Model

Each tenant has:

  • ID: Unique identifier (e.g., "acme-corp")
  • Owner: Administrative identity with full tenant permissions
  • Quotas: Resource limits (applications, CPU, memory, storage, network)
  • Status: Active, suspended, or archived
  • Network Policy: Cross-tenant communication rules

Quotas

quotas := &tenant.Quotas{
    MaxApplications: 100,
    MaxCPUMilli:     128000,   // 128 CPU cores
    MaxMemBytes:     512 << 30, // 512 GiB
    MaxStorageBytes: 100 << 30, // 100 GiB
    MaxNetworkMbps:  10000,     // 10 Gbps
}

API Usage

// Create tenant manager
tenantManager := tenant.NewManager(rbacManager, auditLedger)

// Create tenant
tenant := &tenant.Tenant{
    ID:    "acme-corp",
    Name:  "ACME Corporation",
    Owner: "dh1admin123456789abcdefgh",
    Quotas: &tenant.Quotas{
        MaxApplications: 100,
        MaxCPUMilli:     128000,
        MaxMemBytes:     512 << 30,
    },
}
tenantManager.CreateTenant(tenant)

// Check quota before operation
delta := &tenant.Usage{
    Applications: 1,
    CPUMilli:     2000,
    MemBytes:     4 << 30,
}

if err := tenantManager.CheckQuota("acme-corp", delta); err == nil {
    // Safe to proceed
    tenantManager.RecordUsage("acme-corp", delta)
}

// Get tenant details
t, err := tenantManager.GetTenant("acme-corp")
usage, err := tenantManager.GetUsage("acme-corp")

// Enforce isolation
err := tenantManager.EnforceTenantIsolation(
    actor,
    "acme-corp",      // source tenant
    "globex-corp",    // destination tenant
)

// Manage network policies
policy := &tenant.NetworkPolicy{
    TenantID:         "acme-corp",
    AllowCrossTenant: true,
}
tenantManager.SetNetworkPolicy(policy)

// Suspend tenant (blocks new operations)
tenantManager.SuspendTenant("acme-corp")
tenantManager.ResumeTenant("acme-corp")

Tenant Owner RBAC Integration

When a tenant is created, its owner is automatically bound with the admin role scoped to that tenant:

binding := rbac.Binding{
    Identity: tenant.Owner,
    Roles:    []string{rbac.RoleAdmin},
    Tenant:   tenant.ID,
}

This ensures tenant owners have full administrative access within their namespace.

4. Audit Compliance Coverage

100% coverage means every operation is logged with:

  1. Who: Actor identity (Ed25519 dh1 node ID)
  2. What: Action (create, read, update, delete, execute) and resource type
  3. When: Unix millisecond timestamp
  4. Where: Source (host, control-plane, operator, federation, chaos)
  5. Reason: Detail explaining why (for audit analysis)

Logged Operations

  • RBAC: bind, unbind, grant, deny, role definition
  • Tenants: create, delete, suspend, resume, quota checks, policy changes
  • Access Control: access_granted, access_denied (with reason)
  • Audit: verification, tampering detection, retention actions

Conformance

Phase 6C addresses Gate 26 requirements:

  • RBAC Coverage: 100% of operations checked against roles/permissions
  • Audit Logging: All decisions logged with tamper detection
  • Tamper Detection: Hash chain verification with gap/mismatch detection
  • Multi-Tenant: Complete isolation with separate audit trails per tenant

Usage Examples

Scenario 1: Deploy Application as Operator

// 1. Check if operator has permission
allowed, _, _ := rbacManager.Check(
    operatorID,
    rbac.ResourceApplication,
    "myapp",
    rbac.PermCreate,
)

if !allowed {
    return errors.New("operator not authorized")
}

// 2. Check tenant quota
if err := tenantManager.CheckQuota(tenantID, &tenant.Usage{
    Applications: 1,
    CPUMilli:     2000,
    MemBytes:     4 << 30,
}); err != nil {
    return fmt.Errorf("quota exceeded: %w", err)
}

// 3. Record operation in audit
complianceLog.Log(audit.Entry{
    Actor:    operatorID,
    Action:   "create",
    Resource: "application:myapp",
    Source:   audit.SourceHost,
    Detail:   fmt.Sprintf("tenant=%s replicas=3", tenantID),
})

// 4. Record usage
tenantManager.RecordUsage(tenantID, &tenant.Usage{
    Applications: 1,
    CPUMilli:     2000,
    MemBytes:     4 << 30,
})

Scenario 2: Audit Log Compliance Report

// Query last 24 hours of operations
endTime := time.Now().UnixMilli()
startTime := endTime - (24 * time.Hour).Milliseconds()

criteria := &audit.QueryCriteria{
    StartTime: startTime,
    EndTime:   endTime,
}

entries, _ := complianceLog.QueryEntries(criteria)

// Generate summary
summary := complianceLog.GetSummary()

report := map[string]interface{}{
    "period":         "last 24 hours",
    "totalOperations": summary.TotalEntries,
    "byAction":       summary.ActionCounts,
    "byActor":        summary.ActorCounts,
    "bySource":       summary.SourceCounts,
}

// Check for tampering
tamperReport := complianceLog.DetectTampering()
report["tamperingDetected"] = tamperReport.TamperingDetected

if err := complianceLog.VerifyChain(); err != nil {
    report["chainStatus"] = "BROKEN: " + err.Error()
} else {
    report["chainStatus"] = "VALID"
}

Scenario 3: Tenant Isolation

// Tenant A tries to access Tenant B resource
err := tenantManager.EnforceTenantIsolation(
    actorID,
    "tenant-a",
    "tenant-b",
)

if err != nil {
    // Log the denied access
    complianceLog.Log(audit.Entry{
        Actor:    actorID,
        Action:   "cross_tenant_denied",
        Resource: "tenant:tenant-a->tenant-b",
        Source:   audit.SourceHost,
        Detail: fmt.Sprintf("cross-tenant communication not allowed: %v", err),
    })
    return err
}

Performance

  • RBAC Check: < 1ms (hash map lookup + role verification)
  • Audit Log: < 5ms (append to ledger + hash computation)
  • Tenant Quota: < 1ms (atomic usage tracking)
  • Audit Query: O(n) scan with filtering (optimized for typical query patterns)
  • Chain Verification: O(n) hash chain validation (periodic, not on every log)

Security Considerations

  1. Audit Immutability: ImmutableStorage flag prevents deletion of audit logs (archival only)
  2. Hash Chain: BLAKE3 HMAC prevents undetected tampering
  3. Explicit Deny: Denials override grants (deny-wins principle)
  4. Tenant Isolation: Network policies prevent cross-tenant access without explicit policy
  5. Role Binding: RBAC changes are atomic and fully audited
  6. Quota Enforcement: Prevents resource exhaustion within/across tenants

Future Enhancements

  • Policy as Code: OPA/Rego policy language support
  • Attribute-Based Access Control: Extend RBAC with attribute conditions
  • Audit Analysis: ML-based anomaly detection in audit trails
  • Fine-Grained Quotas: Per-application resource quotas within tenants
  • Secrets Management: Encrypted secret storage with access control
  • Compliance Reporting: Automated compliance report generation
