"""Collects pervasive resources from HTTP Archive and generates a pattern list.

This script queries the HTTP Archive dataset in BigQuery to find resources
that are "pervasive" (high occurrence) and "static" (unchanged) across
multiple months. It then generates a set of URL patterns to match these
resources and writes them to a C++ header file.
