Deletion tombstones are coming in the next release

We are going to switch to deletion tombstones to (mostly) solve two classes of problems: Beads getting deleted accidentally (data loss), and closed Beads getting resurrected.

I'm a little disappointed, since tombstones will wind up comprising the bulk of issues.jsonl in most installations. I tried to avoid them. But it seems there's no other way to make deletions reliable, so that's where we're going.
