On deleting or keeping spec.md can improve results

On the one hand it is said in docs that a very large spec.md may turn out to be truncated when /implement is invoked. So we should always exclude it?
On the other hand: if spec.md stays excluded when /code-review is invoked does it make this skill's outcome worse?

The key is to exclude spec.md from /implement only when size is a concern, but keep it available to /code-review when it contains requirements needed to judge correctness.

I mean
docs/engineering/implement.md says "Read the ticket or spec and work out the seams"
skills/engineering/implement/SKILL.md says "Implement the work described by the user in the spec or tickets"

It seems like spec and tickets are interchangeable and independent
