Configurable tsconfig for manager addons

Is your feature request related to a problem? Please describe.

I would like to use TypeScript paths in a custom Storybook addon. For this to work I would have to manually set the tsconfig.json used for manager addons, but it is hard coded and cannot be overriden.

Describe the solution you'd like

Add an extra config option managerTSConfig (maybe in CLIOptions) to make this path configureable. Fall back to the current behavior, if the option is unset.

Describe alternatives you've considered

Using the already existing options.tsconfig would be simpler. I assume, this would be a breaking change, though.
