Fixes the three broken links the link checker currently reports on main (they surfaced on #1352's CI run and fail any PR whose diff happens to include these files):

• Get_Started_Voices.ipynb — the intro linked to #design_on_replication, but section 3 had no anchor. Added above it, matching the existing voice_design / voice_replication anchors.
• Get_started_Veo.ipynb — #r2c was a typo for the existing #r2v ("References-to-video") anchor.
• Get_started_Veo_REST.ipynb — linked to Get_started_imagen_REST.ipynb, but the file is Get_started_imagen_rest.ipynb (lowercase). Worked on macOS's case-insensitive filesystem, broke on Linux/GitHub.
Markdown-only; no code or outputs changed.
Validation
• python3 tools/nbfmt_cli.py — clean
• python3 tools/nblint_cli.py — 0 errors
• python3 tools/check_all_links.py on the three files — [SUCCESS] All links are healthy and valid!
