Add the Filter traces section to the cloud observability concept page and the Making traces filterable section to the cloud instrumentation guide, with the same content as the Next docs. The cloud docs have no amctl or observer MCP server reference pages, so the links to them are left out.

Brings the trace filtering docs from #29 to the cloud version (
versioned_docs/version-cloud/):The content matches #29, except that the cloud docs have no
amctlor observer MCP server reference pages. The line pointing to those pages and the "useamctl agent traces export" clause are left out.
